About the Project.....

The Project provides mosquito control services in the towns highlighted in yellow (see map below). The 25 towns included in the Project comprise 381 square miles, with an estimated 37,500 acres of wetland.

The 2000 population was approximately 565,500.

History:  In the mid-fifties public demand for relief from diminished property values, public health risk and residents inability to enjoy summer activities due to extreme mosquito populations resulted in the organization of the Norfolk County Mosquito Control Project (NCMCP).

 

Legislation:  Chapter 341 of the Acts of 1956 established the Norfolk County Mosquito Control Project. Chapter 341 was amended by Chapter 307 of the Acts of 1974 relative to the establishment of terms for Project Commissioners. NCMCP operates under the authority of Chapter 252 and 112 of The General Laws of the Commonwealth.

 

Structures:  NCMCP is governed at the State level by the State Reclamation and Mosquito Control Board (SRMCB) Link to SRMCB which is housed within the Massachusetts Department of Agricultural Resources (DAR). The SRMCB is a three member board, consisting of one member from the Department of Agricultural Resources (DAR) who serves as Chairperson, one member from the Department of Environmental Protection (DEP) and one member from the Department of Conservation and Recreation (DCR).  Board members are appointed by their Secretariat or Commissioner and receive no additional compensation.  The Function of the SRMCB is to execute the provisions of chapter 252, set policy, oversee and appoint Commissioners to Mosquito control Projects or Districts.  A Board of Commissioners governs NCMCP at the local level. Commissioners are appointed by the SRMCB.  The function of the Commission is to approve budgets and expenditures, establish policy and insure NCMCP operates in the best interest of the member communities. The Commissioners appoint the District Director.  The Director is responsibility for the day to day administration, operations and executes the policies and procedures established by the Commission.

 

Municipal Participation:  Any municipality within the jurisdictional boundaries of the District (Norfolk County) may join NCMCP by majority vote at a regular or special town meeting.  A municipality must remain as a member of the district for a minimum of three years. After the initial three year period any member community may withdraw from NCMCP by majority vote at a regular or special town meeting. (Process to join/leave a mosquito control district)

 

Funding:  Municipal assessments are calculated by the Department of Revenue, Division of Local Services in accordance with chapter 516, GLC..  Member communities are assessed annually on the cherry sheet (local aid).  A formula of land area and equalized evaluation is used to calculate each member communities assessment.
